1. make new layer, use pen tool and select your point hold mouse to bend lines. (make sure pen tool is on path selection)

2.go to brush tool and change brush to desired thickness. Go back to pen and right click and pick stroke path. enter

3.create a new layer and in this new layer use brush tool and color over line, with colors of your choice. after that right click on the newest layer and choose create clipping mask. 

4. next double click on the middle layer and the select outer glow. change color to white. 

5.go to stroke and change color to white and create a stroke of 1

6. change opacity if desired.
